28 Months Later
Survivors brace themselves as news reports about the rage virus making contact in Paris, Moscow, Berlin, Madrid, and Rome. Soon people realize that the number of survivors are lower , and the key to the cure is deadlier than the virus.
28 Years Later
When the U.S. Government declares a State of Emergency, various survivors in four major cities (Miami, Los Angeles, New York, New Orleans) do everything possible to stay alive while the rest of the world has already burned down.

There's an underground tunnel between England and France. It is called "Channel Tunnel".
But this movie ending was hinting for Andy, who was carring the virus and was immune to it.

Remember that Tammy also has the immunity
Not sure about this. She doesn't have the two-colored eye condition and only Andy was infected, as if to prove that only he has the immunity somehow through that bizarre trait.
As for how it got started in France, yes the mess in the crashed helicopter does suggest to me, also, that it started from there. For instance, the pilot didn't even turn off his radio (odd that it would still be on, and receiving, after all those days though).
I picture the following scenario (sorry for the bearer of bad news):
As they cross the English Channel, I don't see Flynn coming in contact with Andy, the carrier. BUT, big sister Tammy is not up on all that epidemiological stuff. I see her doing that thing that big sister's do: With some time finally to relax, she sees the smudge of blood on l'il bro's cheek, licks her thumb, wipes it partly clean with her thumb, then licks her thumb again, then whoops!
I'd say that poor Tammy is Europe's Patient Zero, that Andy doesn't make it out of the chopper alive, and Flynn the pilot most certainly didn't get out of his seat without being infected.
As for the OP's 28 months and years thing, this whole tragedy is going to get faster, not slower. I'd say we could go 28 Hours Later and 28 Minutes Later for parts 3 and 4.

How in the world did they get to Paris?
You might recall that Andy was infected when he was bitten by his Dad in the Underground. However, Andy didn't turn because he has the same immunity as his Mom.
Flynn didn't know that Andy was a carrier, so he flew across the Strait of Dover to France. Then, after they reached France, Flynn was infected by Andy and turned. We can infer this because we see the abandoned helicopter with signs of a struggle (i.e. equipment strewn around, Flynn's family picture crumpled up, etc.). So, that's how the Rage got to France.
Are they going to make a sequal?
I always thought that they could have made a sequel showing what happened to Andy and Tammy. Remember that Tammy also has the immunity. So, both of them could still be in France, trying to survive.
But, it's too late for that now because more than nine years has passed and Mackintosh Muggleton (the actor who played Andy) is now 22 years old!

How in the world did they get to Paris? Anyone on a plane or boat to cross the channel would know if there was an infected on board as it takes a few seconds to turn. Are they going to make a sequal? These were both great movies in my opinion! You can't even tell Rose Byrne is a Britt and she's great in Damages too! so hot.

No offence to Americans but
28
is made for England.
There's such a bleakness to it - even though it's a horror, it feels closer to
East Is East
or
Trainspotting
or
This Is England
than to any American zombie horror.
Not to mention the unforgettable scenes of deserted London, which will always be my favourite bit as a London.
