As he is dying, bumpy says: "nobody's in charge". I don't know who or what he is
referring to. Any ideas?

I know it's been over a year since your post but Bumpy didn't die in a store. It was at a restaurant and Frank wasn't there.
Just a fyi.
Most of the movie is fiction.

Honestly I felt he was trying to say that no one is in charge anymore. Cutting out the people like Bumpy and Eventualy Frank. The men who made a living taking a product and reselling it to people.
If they are no longer needed what purpose will they then serve.

One thing Bumpy said made very little sense. Something to the effect of "what right do they have? Cutting out the supplier, cutting out the middleman." Cutting out the middleman is one thing, but who's cutting out the supplier? You do that, and you have no supply I chalk it up to him not thinking straight, as he seemed in there midst of a stroke.
"Cristal, Beluga, Wolfgang Puck It's a f#@k house."

I thought that he was implying that there was nobody to help them in the department store. He had just described how the middleman had been cut out and that the dept store was buying direct. It set the stage for Frank to buy direct from Asia, which bypassed the Italians. Except, Frank def maintained "control", which was taught to him by Bumpy and the Italians
