Maybe most of the time, but not always.
There are always plenty of problems for which there is no solution.
The saying is probably based on the belief that persistence pays off.
But in the words of Jean-Luc Piccard of Star Trek, "It's possible to do everything right, and still fail."

I don't think the saying is perseverance will get you there, it's just saying that there is a way there as long as someone has the will to keep looking for a way there, that doesn't mean a way actually
will
be found, the last person can die before finding one.
It's kind of like umm… "I will find the perfect house on the beach even if I have to build it with my bare hands!" It doesn't make sense if you look at it TOO closely.

But I still think "When there's a will, there's a way" shouldn't exist.
You're not going to perservere everytime, just because you're optimistic.
