This movie had a strange similarity which maybe a coincidence
he was upsetting the established order and creating chaos, the same as joker was able to do in dark knight
the mayor was as worried and frantic bcuz judges lawyers cops who were part of the system were being taken apart, just like the joker did in dark knight
