A ranged weapon is a massive advantage, especially paired with someone who is exceptionally skilled at using it. She should have slit the little colored girl's throat, then walked calmly to the camp the alliance was guarding and killed Cato with a single shot. While the others run away she could have shot the second most threatening person too before they made cover in the woods. Without Cato's leadership the surviving alliance members would have fallen apart and started killing each other. Katniss would have only had to kill a few more folks at that point all of whom would be unable to touch her since she has the ranged weapon and bush skills necessary to survive.
