<p dir="auto">To me he is the sort of person who is so habituated to his current status quo that he cannot conceive of better alternatives. Certainly in the scene where he describes the Games that took place in a ruined city, he is so enthusiastic about the excitement of that particular contest that he is oblivious to the brutality of how that particular Victor won: by dashing the brains of his last remaining rival with a brick.<br />

<p dir="auto">Even in the movie he at least feigns concern for the tributes. During the interviews<br />
he tries to emphasize each tribute's story. For him it's all about the show.</p>

<p dir="auto">He is characterized differently in the book and the movie.  In the book Katniss actually praises him for helping tributes attract sponsors, and he is not involved in commentating the Games  (that's a separate character).  In the movie he is sleazy and superficial.<br />
Interestingly, an editorial in the Times yesterday actually referred to a superficial TV commentator as "a Caesar Flickerman".  Sounds like he has become iconic.</p>
