It's a cycle of events. There is the top part of the cycle, the apex of the curve where everything is happening so fast, it's impossible to keep up with all the activity. That creates a mental overload, much like a power surge in an electrical wire. Many circuits heat up, many fry, some just go dead. Then as the system is being repaired, activity is low due to power conservation. As the heated and fried components get replaced in the human mind, the electricity resumes and we have a working cpu again.
