Fortunately for Negan, Rick's group didn't run into the Saviors as early on as the Governer or Negan would be toast. If they would have encountered the Governer now instead of when they did then I think the Governer would be a hell of a lot worse than Negan. He would feeding Negan's men to walkers and would have had the Sea World of heads.
