What deaths has he been responsible for? None, if I recall. He let those Wolves go but they didn't kill anyone else and Rick took care of them. He kept the Lone Wolf captive but he didn't kill anyone. He's never come into contact with any Saviors except for the one he KILLED TO SAVE CAROL. He also met those ones that came to pick up stuff from the Kingdom but he couldn't have done anything there. And they haven't killed anybody yet.
The only way I could see you possibly arguing he's been responsible for deaths is when he didn't kill the Lone Wolf back when he first met him in the Season 5 finale. But I wouldn't blame him for that.
