They don't have any specific ideas yet and won't until they finish the "The Batman 2" script, which will feature the Penguin in some capacity.

Speaking with TVLine founder Michael Ausiello on the Golden Globes red carpet this evening, Dylan Clark, one of the executive producers on HBO‘s well-watched and acclaimed The Penguin offshoot, said that “quiet conversations” are underway about a possible Season 2.
“If we could come up with an idea for what a second season might be, there’s a chance that [HBO CEO] Casey Bloys and the HBO team would want to pursue that,” Clark said. And to that end, “There have been quiet conversations about that.”
Clark’s update is in keeping with what The Batman filmmaker Reeves told our sister site Variety just a few weeks back: “Yeah, we’re talking to [showrunner] Lauren [LeFranc] about doing another season.”
“Lauren said, ‘Look, if I could find a way [to do Season 2] that makes sense, would you talk about it?’ And I said, ‘Absolutely.’ And maybe in a year I would,” Farrell said. “But when I finished I was like, ‘I never want to put that f–king suit and that f–king head on again.’”
EP Dylan Clark said same on the Globes red carpet, telling TVLine of a possible Season 2, “I would also have to talk to my friend Colin Farrell about having to again put on the get-up, which is no small feat!”
