Anyone the Butcher and her people kill are under her control.But she only wants to be near the people she hung with in life.So her angry mob usually consist of the settlers.But she uses the others victims shes killed after dying to scare or warn people away and do her in house dirty work.
Priscilla I think is somewhat immune cause they sacrificed her beforehand and not in the mass killing ritual.

but I still think they were acting that way to lure them in , using happy Flora as bait. Denis O'Hare's character stopped the family, tried to tala to Priscilla, and was killed instantly. That's what made me think it was a ruse and a trap..

I don't think the spirits of the Butcher's victims are inherently malevolent. They are just angry and confused and lash out when they cross paths with the living. But with Flora, she was already accepted by one of their own, so they didn't mess with her.

I think all the spirits are controlled by The butcher or the GaGa and were being playful to lure the couple in with the sight of Flora playing.
