FTO's (Field Training Officers) can end training once they can articulate why a trainee is incompetent or unable to do the job. That means the trainee will either receive further training, transfer to a non-patrol division (such as custody or dispatch), or be terminated outright. It isn't the least bit easy, and some FTO's do allow too much.

Just an instance of the film industry hoping that most people wouldn't know enough about cops and their training to call BS. If the rookie were that skitish and unsure of her self she wouldnt of made it through the many weeks of training that she would of gone through prior to that. Their story kind of worked for the film. I think they could of put fiction out there in a more believable way that made sense.
