It was no one it was a figment of her imagination. As the officer said, he'd get the phone company records. I work at a telco, there is no such thing as anonymous calls anymore, every call is recorded on the digital switching equipment, and there is absolutely no way to block or hide the number of origin.
I suspect the officer investigated and found no evidence of any calls, this is why it was never brought up again by him. The calls were another manifestation of her own guilty conscience, especially the last one.

Agree. First time she was angry/jealous with Kidman character, then after her brother gets beat up and finds out the daughter took advantage of her brother Bertie she called her a wh0re.
I believe in coincidences, I just don't trust them. - Source debatable.
