Why? Maybe that's lena end game. To save her brother. She doesn't care about killing all the aliens, she just wants wants her brother back. This could be why she saved all the aliens.
She could be good in every way except in her desire to b help her brother. Which makes her a good person who does an evil thing.

Technically Lillian isnt free either, but I do think you are correct in the fact that Lex is most likely in prison for life and Lilian isn't as of yet.
