yeah, no. he confessed his feelings for her, said i get it you don't feel the same way. and she, again and again, allowed him to think that, when -in fact- she's been crushing hard since the coma/kiss. if not from before then. after the vulnerable comment, she should have acknowledged feeling the same way. not just going in for the kiss. if a man were to insult me, then talk about himself 'having it all' in a very obfuscasting/arrogant kind of way, i would not be all YEAH, LET'S DO THIS. tables are turned here and he's just a man? no poor communication skills/weakness/pitiful.

It'll happen, unfortunately. The CW sucks so much for this. Kara and Mon-El is nothing innovative. It's just formulaic and clich. It's the safe option.
