<p dir="auto">How did he know the report's conclusion that there'd be no attack?  Did I miss where he got to read, himself, the entire report?</p>

<p dir="auto">He did not read the report directly but he was in the room in Brussels when the NATO people were discussing the report.  This is where he first heard the codename Able Archer.</p>

<p dir="auto">He didn't read the report, but he saw that his comrades were convinced they were participating in an excercise, not a real attack.</p>
