Crossposting from "Chinese Assassin: Loose end not tied"
http://www.imdb.com/board/14445154/board/nest/246943356
I took it at face value: she was a Chinese or Korean spy, and she was trying to kill him in earnest.
At the time, there was a split between the USSR and China, another "cold war" of sorts (
https://en.wikipedia.org/wiki/Sino-Soviet_split
). While they both were against the West on principle, under the surface, there were considerable tensions.
An operative w/o foreknowledge of another (and instructions to cooperate) would take aggressive action if she found another covert intelligence agent in the middle of her operation, even if such an agent would appear to be from a friendly power (even more so if the only other friendly power is not really so friendly).
That's how you have the USA and Israel spying on its allies (like with Germany a couple years ago).

She was probably with the HVA, too, or hired by them freelance to provide a serious incident to cover Martin's theft of the floppy disks.
He stole the disks. Passed them onto the guy on the lawn.
Now when they came up missing, that hotel would have been locked down and everybody interrogated to the nth degreeMartin would have been seriously looked at.
But the Chinese woman had been employed there as a waitress, just like the other female agent who was always around with Martin.
The woman going to Martin's room, getting into a serious scuffle where he was actually injured and cut up gave him serious cover. He suddenly became a victim of the woman they were putting the theft on.
And to make the fight "real" they couldn't tell Martin ahead of time.
If you watch the scenes afterward, the Martin is being questioned, it's clear he figured out after the fact why she was sent to cause the fight to create cover for him and point the finger to her as the thief.
He made up a quick story about how she threw the disks out the window to somebody before he caught her and fought with her.
The HVA had that situation covered all sorts of ways to get away with the theft.

No idea, but what was a hotel hosting a top secret meeting of high level types, talking about the conflict with the Warsaw Pact doing employing a Chinese maid?!!
