I remember seeing back in the early 2000's a movie about "horror tales", each had its own chapter and I think one of them was about a painting student something like that. However, I remember the ending was about a cab driver who turned out to be satan himself. Does anyone know what movie I'm talking about?

No, Trapped Ashes is from 2006. The movie I'm talking about I saw it around 2001 or 2002. I'd say is probably a B movie.

Not sure about the painter part but "Trapped Ashes" ended on a somewhat similar note I believe.

Just checked. Unfortunately it is not. The best I can remember is the ending with a cab driver (I think he was a black person) turned into some sort of demon (Like the ending of Hellraiser 1).

Not an exact match but ARE YOU AFRAID OF THE DARK has an episode, first series, that has a similar theme; this episode features two young brothers. You may find it of interest. It is called THE TALE OF THE PHANTOM CAB.
