Sending Kal El to rule Earth but became a hero instead.
It's lifted from Smallville where he read a message saying humans are a flawed race and rule them with strength until it was retconned.
Shows that The Kents and the people around him make him a hero.
Whether it will turn out to be a mistranslation in a future DCU movie? I don't know.
