Saw this on VHS a long time ago
The hero has the bad guy at gunpoint and the bad guy goads him about how he has his 'rights' and the good guy (a cop?) says something like 'well, I've been suspended and I don't give a beep' and then shoots him a few times with a pump shotgun cut to black. No other follow up scene, end credits rolled.
It isn't Dirty Harry. And, yes, I know it's a bit of a clichéd ending, been done several times before and since, but it was a minor cinema release, not a huge hit, and I seem to remember there was a quite well-regarded actor as the lead, not some silly action movie muppet
Any ideas?

No problem! I like this film, watched it on VHS too. It also features 'Officer Renko' from Hill Street Blues and Randi Brooks had some sexy scenes. Enjoyable dark cop film!
