I'd add Regina from the Dino Crisis series.
Her normal attacks would be similar to Jill from MvC2, basic set-ups, grabs, and the "Dragon Punch" command would be varying levels of a special attack using the lightsaber stungun.
I can imagine Regina having a "reppuken" ground-fireball with the chainmine from Dino Crisis 2. Maybe that can be set up as the "Hurricane Kick" command, with flamewall as light (keepaway), chainmine on heavy (zoning, off-the-ground), and missile pod on special (ender).
"Hadouken" command will have a projectile, variance with light, heavy, and special: Handgun, Submachinegun (combo ender), Solid Cannon (combo extender).
Forward to Back 180 command with punch to summon dinosaurs, make it a little tricky for on-the-fly commands. Do it with Oviraptor (projectile), Velociraptor (grab), and Therizinosaurus (pressure).
Maybe have an extra summon with 180 kick for the non-dinosaur enemies. Light on Inostrancevia (low knockdown), Heavy on Pterandon (aerial summon), Special on Mosasaurus (I dunno maybe it just falls from the sky like Nadeshiko).
I think supers would be summons like Jill's Tyrant summon in MvC2, but here it would be Regina activating a time portal and unleashing a Tyrannosaurus as her level 3 super. Level 1 super would have to be like Jill's rocket-launcher, so perhaps the orbital laser or turret-flare from Dino Crisis 2 will do.
Character skins aren't hard to imagine. The basic costume and the cavegirl alternate from Dino Crisis 1 would do just fine. Perhaps a Marvel character like Shanna the She-Devil or Moon Girl and Devil Dinosaur could be the default tag partner. The Lizard, maybe?
That's all I got.

If that's true then there's at least 10 characters to add to the roster on Marvel's side.
It'd be nice to see Gambit and Rogue return.

It's rumored that Fox owned characters are pretty much a lock for DLC.
If not even Wolverine makes the base roster, then I think he's likely going to be a free DLC character, as incentive to buy all the others.
Its amazing how people hang around message boards of movies they dont like

If the rumors hold, Marvel might pass on mutants and Fantastic Four characters for this game. It's pretty telling when the trailer shot for Iron Man and Captain Marvel, instead of Wolverine.
It doesn't make sense that they're trying to erase mutants until they get the film rights back, but that's what's been happening at Marvel.

Psychic spy, fashion model, and the only person on the team that has a pilot license. How is she not the team leader all the time?
EDIT: Okay, fine, I know Cyclops can fly a plane. Wolverine, too. And Forge. And Shadowcat. And Storm, I don't know why. And Gambit for no reason. And Beast. And Emma Frost. And Charles Xavier. Is this place a f_ckin' flight school? What the hell?

Psylocke is an interesting case, in that she was a pretty interesting character originally. But the more interesting aspects of her character took a backseat when she had the whole body-swap thing.

I feel that there's been movements to stuff those superficial characters like Venom and Psylocke with all the substance they can get.
Venom has traded a few bodies since the days of the big smile, the best of which has been Agent Venom, where wounded warrior, and former rival to Peter, Flash Thompson becomes a heroic Venom.
The more classic Eddie Brock Venom I could do without.

Agreed. While he may have debuted in the mid-80s, Venom really is the embodiment of the trend of the 90s comics.style over substance.

This is the problem here. People like to hype these two up like they're the greatest things since sliced bread. Hell the majority of Carnage's popularity comes from people that like him more for his concept than actual character. People do love crazy SOBs.
Green Goblin and Doc Ock have had a much bigger impact on not just Spider-man's life, but Peter Parker's as well.
Its amazing how people hang around message boards of movies they dont like

That's boring though! Venom's tongue makes the character and Carnage is supposed to be the most awesome Spider-Man bad guy since Anti-Venom

I'm pretty sure that it's possible for them to use FOX-owned character. Movie rights are not the same thing as video game rights.
Anyway, I'd love to see a well-done Green Goblin.

It's tough to think of Marvel characters I'd want as grapplers without treading into FOX-owned territory. Beast or the Thing would be great additions for a grappler moveset, with different speeds of traversal, but I'm going to try and stick with what's possible (no one else has to).
Medusa of the Inhumans would be a good add for this, with a property in the works that hasn't quite attracted attention yet. Developers could look to Netherrealm's Sindel or Arc System Works' Millia Rage for inspirations. Command throws and keepaway attacks with the use of super-strong hair would make her formidable at the cost of probably her speed. So a bit of Dhalsim there as well.

A moveset that I came up with for Regina when MVC3 was in development
Normals
Stand L: Jab
Crouch L: Low Jab
Air L: Jumping punch
Stand M: Kick
Crouch M: Low Kick
Air L: Jumping Kick
Stand H: Horizontal Machete Swing
Crouch H: Hard Slide Kick
Air H: Pulls out a Machete and auto swings it twice. Once vertically and once horizontally.
Stand S: Uppercut(Launcher)
Air S: Pulls out her Heavy Machine Gun and swings it downwards and fires a few shots. Slams opponent down on ground if in the air after last shot.
Throws
F +H(close): Smacks the opponent twice with her Heavy Machine Gun. The second hit knocks them to the ground.
Specials
(Dino Summon) D-DB-B+ Atk: Turns around in shock and rolls out of the way to avoid a charging dino which attacks the opponent instead. The type of dino that comes out depends on which atk button is pressed. L sends out three Compys. If the catch they opponent they want damage, but they'll restrain them for a few moments. M a Pterodactyl quickly flies across the screen and hits the opponent twice if it reaches them. H causes a Raptor to appear and if it reaches the opponent it knocks them out of the way as it runs by causes a wall bounce. Just like MVC2 Jill's zombies they all can be destroyed before they reach the opponent.
(Fire Wall)D-D + Atk: Throws a Fire Wall on the ground which blocks projectiles and damages the opponent if they touch it. The amount of time it stays and the amount of projectiles it can block depends on which atk button is pressed.
(Heat Cannon) F-D-DF + Atk: Pulls out her Missile Pod and fires heat seeking missiles. L sends out one. M sends out two. H sends out three.(Can be done in air)
(Needle Gun) D-DF-F + L Atk: Takes out her Needle Gun and fires a couple needles.(Can be done in air)
(Flares) D-DF-F + M Atk: Takes out a Flare Gun and fires a flare which sets the opponent on fire for a few moments if it hits(Can be done in air)
(Dual SMG) D-DF-F + H Atk: Takes out two SMG fires rounds at the opponent(Can be done in air)
(Chain Mine) D-DF-F + S Atk: Throw five mines on the ground which off in succession.
(Shockwave) B-DB-B + Atk: Fires a burst of electricity from a glove on her arm.
Hypers
(Poison Darts) D-DF-F + 2 Atk: Takes out her pistol and fires a few poison darts. If hit by one it drains the opponents health for a while.
(Solid Cannon) D-DB-B + 2 Atk: Takes this weapon out and fires energy blasts at the opponent
(Resusucation) If Regina is at lvl 5 and she gets KOed, instead of dying she takes out a Med Pak to heal herself. It restores 50% of her health and can only be used once in per battle.
(T-Rex Summon) F-D-DF + 2 Atk: A lvl 3 hyper which has a T-Rex appear and grabs the upper half of the opponent which causes some damage and then slamming on the ground causing even more damage.
Its amazing how people hang around message boards of movies they dont like
