This film is part of a series called "Discussion Problems in Group Living", and they're more intended to set up topics for post-viewing classroom discussions than to give all the answers. In this one, Mary's cooperation in the cheating and the student council's arbitrary actions are fairly obvious topics for discussion. It's all a bit heavy-handed, perhaps because the intended audience is assumed to be relatively unsophisticated.

Johnny's just the Monster from Hell in this thing (or so the filmmakers want the viewer to believe.)
But I really despised the Student Council. Part of the concept behind this is to show us representative government in action dealing with a malefactor who happens to be a member. I asked myself, "Okay, so they voted to boot him off what about the idea of being innocent until proven guilty? Why wasn't Johnny given a chance to answer the charges and defend himself? Shouldn't Jim have encouraged him to attend and should he not have at least been given a chance to explain his actions?" Some democracy.
