They are so uncreative that they didn't bother making a different title. It's going to be called I know what you did last summer, wtf? A sequel can't have the same name as the original movie because then there is no separating them in title.

I don't really think archive footage counts as a cameo. Unless they filmed new footage for a flashback, though with almost 30 years between them that's be pretty odd.
