Hana, if you were American, you would have picked up on the INFLECTION of the voice, when he says "hazardous duties" which means he is saying that FACETIOUSLY, buna!
It simply implies that they signed on to become cops for THRILLS but they were left to handle those very "hazardous" duties (SARCASM, look that up) of typing, helping kids cross the street and sharpening pencils, or whatever the 3rd one does, I forgot.
