I see you have never really given much thought to these concepts. That's very common with capitalists. Private ownership of the entire planet could never happen in communism. In communism everything belongs to the people. In capitalism it's theoretically possible someone could become so wealthy they buy everything and now we are at their mercy. I think what she's talking about is putting a dollar figure on pollution and making companies pay for it directly instead of socializing the cost like we do now. Or maybe a hybrid approach of privatizing all of it so that the companies who own the water can sue the companies that dump their chemicals in the river.
