There will still be gifts which go to the right people, it's just they'll be tips in the form of cash with being taxed.

For a politician, there are safer, more secretive forms of graft than insider trading. It's not the main income source for most of them. Supporting the act is a good PR move that voters will like (plus, it's certain to be used against them in the next election if they don't.)
