<p dir="auto">The relevant part of the 22nd amendment says, "No person shall be elected to the office of the President more than twice", and says nothing about actually serving as president twice. What counts as being elected? It might be when the electoral college votes or the certification of the votes. On the other hand the U.S. Code defines the day of election as "The Tuesday next after the 1st Monday in November".</p>
