I haven't seen many films with James Tolken, but I think these are his best roles,

His appearances in all three Back to the future films

Masters of the Universe
He was fun to watch and a pretty good actor.

Love James Tolkan as a wildly homophobic cop in Serpico. "You were suckin' his cock, weren't cha?"
You've seen Guy Standeven in something because the man was in everything.

Joe Coffey's gay coach from Hill Street Blues!
I'm watching him in Iceman now and was wracking my brain trying to remember what I knew him from. The HSB thing was hilarious, but I guess some of it was him, and some was just the whole situation.

He played several roles in the Nero Wolfe series. He was great in all of them, displaying a great versatility.

Tolkan was also great as a slimy district attorney in "Prince of the City."
"We're all part Shatner/And part James Dean/Part Warren Oates/And Steven McQueen"

I also have not seen James Tolkan in too many films but I think he is EXCELLENT as the carrier skipper in "Top Gun". His performance was so good, it made me think of an old boss that I had who was just like that.
