Chainsaw was a 24 year old man who after seeing his former high school mates graduate college, decided he would go back to school to get his GED (Adult high school, which is the 'high school' we see in the film). Chainsaw's character dropped out of high school when he was around 15 or 16 (late 1970s) but after seeing some of his friends from his youth graduate college, and with him hitting his mid 20s decided he would give school another try so in this film he is an adult high school student trying to get his GED
His brain was fully developed at this point since he was 24 so maybe thats why he seems smarter than 19 year old Courtney Thorne Smith, Kelly Jo Minter, Gary Riley etc
