God arranged it. I'd think same way he arranges our life. Things are set up that leads to an angel being hired.
I'm watching Secret Service episode now. Someone likely got a promotion which left jobs open. God provides the skills and yes job history Monica and Andrew need. I don't see God lying. Monica worked search and rescue. Angels are natural protectors too. So working Secret Service is a natural for an angel.
I've also always believed as the Bible says God has a plan for all our lives. So He knows when He needs to send an angel to help. He has always made all the arrangements needed for that angel to appear. Human form or not. So the plan for Monica to work a certain job to help a person in need could have been set in place years ago. Everything just falls into place.
