Dunno but seeing how Barry is now like 30 times faster plus he had Wally who is like atleast twice as fast as Barry was then no excuse really.
Shouldn't have been about saving the people but the train not being able to go off the rails, that makes more sense why Barry had to do what he did, then the whole scene made no sense because if the train was vibrating so it could phase shouldn't it have phased off the tracks?
