I say just use Stephen Amell. He does a good enough job on the show, I don't think it would be too hard for him to match the darker tone of DC's movies.

Here is how things might be played out. They do Gotham Sirens featuring Black Canary, and then they do a Black Canary Green Arrow team up movie filled with romance, action, and fun.
So that's when I think they might consider casting Green Arrow. If I was a studio head executive that would be my plan of action. Also, a Black Canary Green Arrow movie should cost less to make.

I definitely think that's what they should do. Since Batman here is based on the older version from The Dark Knight Returns, it makes sense Ollie would be a similar age. And it would help this version to stand out from the TV version.
