I think it has. It might not be as good as the first two seasons as some other members have already mentioned but I am really enjoying this season so far in comparison to Season 3 and 4 and I am looking forward to finding out who is Prometheus, how Talia al Ghul will fit in the story and who will be the next big villain.
I would love to see Hyrax, Onomatopoeia, the Gargoyle, the Booby-Trap Bandits, the Blue Lancer, Onyx, the Spider, Rainbow Archer, Chesire and maybe Professor Pyg from Batman.

Describe it as very average, people compare it to season 3 & 4, so its better. Problems are still there and season 5b is about to get really bad.

is
darker, grittier and fast paced. The fight scenes are better than season 4, the big bad of the season is good, he doesn't have any meta abilities or magic and isn't trying to destroy the city or the world (Not Yet). Oliver is shooting more arrows.
Since Season 3B and 4 were disappointing, I think you should wait for this season to end, come back later to find out how the latter half of the season went down and if you find the reviews to be good, then binge-watch it.

Once Barry Allen joined the universe, it was never going to be as good as it was prior.

So far there is no Olicity, so it's ok from what I've heard. Not watching it so don't know. But the moment Olicity returns, the daytime soap opera will return with it. Sorry but fact is a fact.

I don't think Darhk is a bad villain overall, just a very bad villain for a show like Arrow. He fits quite well with the Saturday morning cartoon style of LoT.

The thing is that even the producers and actors quietly admit that Season 4 sht the bed and was pretty terrible. That's one of the reasons I'm surprised they kept Damien Darhk around in the TV universe.
And yes, Season 5 is a major improvement. Season 5 of Arrow is even better than Season 3 of The Flash. Season 2 of Legends of Tomorrow is also way better than its awful first season.

I think S5 has been drastically better than Season 4, and personally I'd say a fair bit better than S3. There's been functional changes to the universe that make it so we're probably never getting back S1-2 in tone, but this is PRETTY close, I think.
