Last season on the Arrow episode Taken, the Mari McCabe version of Vixen, played by Megalyn Echikunwoke flew away at the end of the episode
Since the Legends version is McCabe's grandmother played by Maisie Richardson-Sellers, I would say that she can too

Yes. She can and the vVixen we saw in Arrow could too but like most female superheroes in these shows they have de-powered her and in this case most likely so she doesn't take away from Firestorm flying.

Yeah they kinted at it when modern day Vixen appeared on Arrow. We see her chasing criminals who are looking up in terror as they run. We hear the sound of a falcon. So presumably she was flying after them.
