It would have been wise for Kara to bring her own allies along, like Winn, Green Martian, the daxamite and, if she found out, the guardian. It did not made sense that we didn''t see Vixen and Citizen Steel or that Palmer was back to his suit or that Wally thought HR could train him, or that HR thought he could train Wally. Even Magenta may have been recruited, its sad Kaitlyn is afraid of using her powers.

Its a budgetary issue, for one thing. And second, having every useful character on the shows at the same time would just be a cluster. And Sara said something like "the rookies (Steel and Vixen) were watching the ship."
And the previews show Ragman, Wild Dog, Artemus and Steel in the next episode.
