<p dir="auto">When it comes to great movie villains, the best examples that come to mind are; Darth Vader, Lord Voldemort and Heath Ledger's The Joker, to name a few. The reason for this is because they had their fair share of memorable scenes, e.g. Batman interrogating the Joker by beating him and he laughs hysterically at every punch. A very chilling scene that stays with you for a while.<br />
'Captain America: Civil War' is a movie filled with awesome scene, followed by more awesome scenes. The Lagos scene when the B-Team Avengers take down Crossbones, the Raid scene in Bucky's apartment followed by a motorway chase with Black Panther, then a brainwashed Bucky attacking all the Avengers and agents (which Zemo was partially involved in), then the most talked-about Airport fight with the two Avengers teams going head to head, and finally, the fight between Cap, Iron Man and Bucky in Siberia.<br />
Zemo was not involved in any of those awesome scenes, he was essentially a guy that caused them without actually having to fight any of the Avengers. Usually, a memorable villain is the one that actually gets involved fighting the hero.<br />
Personally, I think Zemo is underrated, and is my favorite recent movie villain since Loki and/or Kylo Ren but this is my thoughts on why people may not consider him to be memorable.</p>

<p dir="auto">Doesnt bother me that he wasnt "memorable" because at the end of the day he was excellent.<br />
We're talking about a sympathetic villain who has no powers, a mortal who uses his brains to disband the Avengers and he did.</p>

<p dir="auto">Not being a comic reader I had no idea who Zemo was, didn't even know that guy was a specific villain. He just came across as a random higher-up thug to me.<br />
So yeah, Zemo was definitely not memorable.<br />
