Saw a few people suggesting it on Reddit.
It's something I was hoping for Arkham Knight, that they'd make it really obvious that it's Jason Todd, then when we unmask him he's David Cain, or Slade Wilson, then another Arkham Knight attacks Batman, revealing there's more than one.
Prometheus didn't speak much if at all on the train, was seemingly less focused, getting toe to toe with a rookie amateur, and getting cut. It could've been someone else.
Prometheus is numerous.
Quentin isn't one of them, obvious red herring.
One of them will probably be a cop, Pike or Malone?
One of them will be a prominent character from the past, probably dead, or "dead" through questionable circumstances.
The mid-season finale would see something like them unmasking Prometheus and it's Malone, then a sword or arrow bursts through Wild Dog or Artemis from behind and another Prometheus reveals himself. Maybe it's just Oliver, Wild Dog and Artemis. The find themselve surrounded by a half dozen Prometheui. Wild Dog and Artemis get Red Weddinged and they take Oliver.
Talia perhaps as the ring leader. I feel like she might be bigger than we expect from the nonchalant dropping of her casting.

He would if it was ripping off a Batman story. What if we find out that the other Prometheuses were all brainwashed assassins and their organization was the Court of Arrows.

I was thinking it's probably something similar. He could also be able to use some kind of a mind control. Pretty sure Quentin was the Promotheus on the train, but he's not the real Promotheus.
