I'd say The Joker's Daughter/Duela Dent/Harlequin, Alicia Hunt, and Calliope from Days of Our Lives more more probable influences for Harley Quinn.

Harley Quinn was created in 1992, whereas Blade Runner was 1982 (based on Philip K. Dick's book "Do Androids Dream of Electric Sheep" 1968). So I guess Harley would be based on Pris originally, not the other way around. But whatever - both were awesome characters - and yes I agree, Pris was better.
