Lucifer first turned Hell over to Dream of The Sandman. That didn't last long. Many different beings have taken turns at running Hell, while Lucifer comes and goes.
Most recently, in the latest comics, Lucifer gave Maze Hell to run along with all of his Lightbringer powers. And she's pissed at him big time. Plotting to kill him for the first 10 issues this year.
