It's my understanding that with these last couple of rejiggerings of DC continuity they have made it so the most of the events of the film happened, so it has become semi-cannon.

Some people view the new animated version of Batman: The Killing Joke as occurring between the opening scenes of UtRH and the 'Five years later' of the rest of the film.
