I'm 8 episodes in and it's unclear to me. Is it after Civil War or inbetween Age of Ultron and CW?

The MCU Wiki states that it is happening at the same time as SHIELD season 4; which is well after Civil War. Now that Luke has been 'outed', he may have to deal with the Accords.

The folks "downtown" are most likely Jessica jones and DD (considering remember a tv spot that showed them as Pops said that)

Well the Netflix shows heavily mention the events from The Avengers as the incident. It is implied that the alien invasion was the biggest calamity the world had faced. But there are a few things that would make it seem to be set before Civil War.
-Pops mentions that Luke should start using his gifts like those folks downtime (Avengers). By him stating that The Avengers are downtown saving people implies that the team is still together. This means the compound isn't in use yet and set during the events of Age of Ultron or before. As we know in Civil War the heroes are imprisoned and disbanded.
-A hustler selling dvds mentions he has footage of Tony Stark, Hulk, Thor, and Captain America from the incident. Meaning the alien invasion is still being considered the biggest event for NY. There is no mention of any events from Sokovia.
-Mjolnir is mentioned a lot as a magic hammer. The events of Thor were kept under wraps by SHIELD. The events from The Avengers would be the first time the public saw Thor so how could they know his hammer was magic? Well after the fall of SHIELD (Winter Soldier) we know all SHIELD and Hydra files were released to the public giving everyone intel on Thor.
So we know that the Netflix shows take place somewhere in 2015 and into Spring 2016. We know The Avengers took place in 2012. Karen Page mentions in Daredevil the incident took place 2 years ago implying season 1 of Daredevil took place sometime in 2014. While Daredevil season 2 showed Christmas time giving us the viewer that New Years was coming so that puts Jessica Jones in 2015. Luke Cage takes place 5 months after Jessica Jones so im putting it in 2016 since Jessica Jones touched on winter weather.

The last CA movie was all about enhanced individuals, it would've make sense fully to mention Daredevil and Jessica Jones if they wanted to link the shows to MCU.

Why would the Avengers make note of a few vigilantes in Hell's Kitchen when the world is at risk? The shows references the MCU and that makes far more sense.

It doesn't, MCU doesn't acknowledge the Netflix shows.
