What's up with villains starring in episodes right after being caught by Batman? The Joker is caught in one of the first episodes, yet a few episodes later he is free again. The same with one of the mob bosses, that gets caught on the second two face episode, yet on the next one is fighting a mob war against another gang. How did these details get past QA or script supervision?

So, does the show have continuity?
Like should it be watched from Episode #1,2,3,4,5 etc.? Or can it be watched randomly from say, episode 23?
have only purchased volume 2 as of now lol
