I'm pretty certain that is fake. They never got past the script stage with Burton, before he walked away. I would highly doubt they did any costume tests, and I seem to remember that he wasn't to keen on using the costume, modified or not, from the comics.
It looks like a fan costume, with Cage's face photoshopped in.

NO, I cant believe this picture is true Maybe its fake, Nics head look very big and out of place. I dont know, even if its original, I could assume that Burton is person sane enough not to make Superman look like this. Early costume design, some size testing, I dont know, but its not how Superman would look in movie
