Is Tales Of The Black Freighter read with the comic here with these episodes? And I don't mean the recently made animated short-film. Is Tales woven into the regular plot, like the comic? Also, are any of the "Under The Hood" entries read??? Basically I just want to know exactly what's missing.

No, it's missing the "supplemental" material from the end of each chapter if you really liked the story you should check it out, as they're a pretty integral part of the story, especially when it comes to backstory & character development.
I think it was a big mistake not to include a high res image gallery of those pages as a DVD extra, but whatever.
