🍊 🤡 may do stuff like that on purpose to maintain a fearful and confused emotional state among citizens. Same situation with sending in troops and masked men to kidnap and terrorize. It's harder for people to regain their bearings to fight back. Dictators thrive on chaos which is the reason they create it.
