Around the Judge Dredd period he started to get a receding hairline. I think he wore a rug for a while and then had hair extensions put in. If you see photos of him from the 96/97 period it looks like he could be wearing a toupee.
But Stallone did look younger than he actually was for films like Cliffhanger, Demolition Man, and The Specialist.
