I'm no expert, yet I think the vocal cords need to rest. Singing full on the way Mariah did in the beginning of her career with all of those powerhouse ballads must have weakened her vocal cords.
Perhaps she had to change things up. If you listen to the entire albums from that time period, like I have and all of her true fans have, you would know that not all of the tracks were her singing really loudly.
Lol.
Now, songs like say, One And Only, where she sings in the whisper voice, IS STILL challenging because she still changes octaves throughout. And she goes for the high notes. You hear it all in this track which is the reason I love it so much. She's even singing the whistle octaves at the end.
I doubt you will listen but here it is. It is only ONE example. There are many songs of Mariah doing the whisper vocals.

Obviously her singing was better in the '90s compared to after.
More humble of course. She had an ego caused meltdown in the '00s. That's all the proof you need she became egotistical.
