She's not a good actress (she's extremely mediocre), but she's not an overactor. If anything, she underacts, which is worse.

I think she's great. She's more of a singer and stage actor than a movie star, and that is what she is primarily acclaimed for. Those people don't necessarily have close ups of their face all the time, but they have to project their voice and body for the audience. You have to take that into consideration when evaluating her talents. The same thing goes for Ian McDiarmid, Kristin Chenowith, and Kevin Kline. We know them for a few famous movie roles, but these guys (like Rossum) have done the lion's share of their work on the stage.
