Alot of people can be models but there are only around 100 girl who reach the level of being a top fashion model. The sorts that appear on international covers of magazines such as vogue and who walk for an are in campaigns for fashion houses such as Chanel and Dior.
Both reese and Hayden probably were in adverts for toothpaste or something like that.
As for girls like adriana lima and allesandra ambrosio. they are commercial and appear in things VS, SI and have cosmetics contracts. They are not fashion models but with VS they probably like girls to be tall so that they can trick people into beleiving that they are proper fashion models even though they are basically glorified underwear models.
I bet you can not name one high fashion model who is working today and who is not a celebrity i.e kate moss, gisele, naomi.

Reese Witherspoon and Hayden Panettierre are DIFFERENT KINDS OF MODELS compared to supermodels like Tyra, Naomi or Gisele. These celebrities, i.e Reese, only became models because they were huge popular actresses. They are not necessarily models, they're actresses who are popular that they endorse products.

High-fashion models must be at least 5'8, but there are extremely rare exceptions. Commercial print models can be any height. Reese and Hayden were commercial print models.

Catwalk models are traditionally tall. Of course there are exceptions to every rule.
