For pure kick ass martial arts ability mixed with aggressive movement, Scott wins the role.
Scott has the intense look about h5b4im to play this role too.
Yes his acting needs to step up a little, but for a movie with the right budget behind it, they could do what they did on the set of Man Of Steel for Henry Cavil and have an accent trainer constantly over him.
So I would have Scott as my main choice to play Solid Snake Plissken.

His acting isn't horrible. He seems to do only crappy movies, so he has the limits of the low budget script. He seemed decent enough I'm the limited screen time in Zero Dark Thirty.
Grow out the mullet, throw on an eye patch. He could easily be Solid.
